About EFL University
When you join The English and Foreign Languages University in Hyderabad, you come to a city that is more than four hundred years old, and to a university that is fifty years old. Both are well known to the outside world: you will find scholars from this university (formerly CIEFL) in high academic and administrative positions in India and abroad. The English and Foreign Languages University is a full-fledged Central (National) University and has been specially set up to conduct advanced research and training in English and foreign languages in the areas of Teacher Education, Literature, Linguistics, Interdisciplinary and Intercultural Studies. The university runs a B Ed (English) programme, P G Diploma in Teaching, M A, M Phil and Ph D programmes in English and foreign languages such as Arabic, French, German, Japanese, Russian, and Spanish etc. It also conducts a variety of short training programmes for learners and teachers of English and foreign languages. Teachers at this university are essentially ‘facilitators’, and endeavour to adopt what is known as a ‘learner-centred approach’. They are among the best in the country and are leaders in their fields. In recognition of its outstanding academic contribution and meritorious record, the National Assessment and Accreditation Council (NAAC), an autonomous evaluation agency set up by the University Grants Commission, Government of India, granted a five-star accreditation to this university. About Hyderabad
The university is located in Hyderabad, the capital of the South Indian state of Andhra Pradesh. The fast growing city is well connected by air (international airport), rail and road with the rest of India and many parts of the world. It is about thirty kilometres from the Rajiv Gandhi international airport and six kilometres from the Secunderabad railway station. Hyderabad is home to no fewer than eight universities as well as numerous institutions of national and international importance. The university is located adjacent to Osmania University. Hyderabad has a pleasant climate throughout the year except for the two summer months of April and May. Indeed Hyderabad could be seen as a launching pad for a variety of foreign visitors.

PROGRESS TO PROFICIENCY
1. Introduction
In the last decade The English and Foreign Languages University has developed into a renowned training centre for foreign professionals seeking to improve their proficiency in English. It has set up an International Training Programme (ITP) which offers the course Progress to Proficiency three times a year. The International Training Programme received its impetus from the ITEC/SCAAP scholarships offered by the Ministry of External Affairs, Government of India, to developing countries (in Africa, South Asia, South East Asia and Central Asia). The Programme has been hugely successful and has enabled hundreds of foreign nationals of different professions (such as ministers, members of parliament, secretaries, diplomats, teachers, doctors, pilots, police officers, lawyers, auditors, journalists, and government officials) from over 50 countries across the globe to attend customized courses in English at this university. So far twenty eight programmes have been successfully completed.
2. Duration
Each course is spread over 12 weeks (about 250 contact hours and 150 self-study hours). The course is offered at three levels----Basic, Intermediate and Advanced. The schedule for the academic year 2008 - 2009 is as follows:

19 June to 10 September, 2009---Basic, Intermediate, and Advanced levels

18 September to 10 December, 2009---Basic, Intermediate, and Advanced levels
Course 3
8 January to 1 April, 2010---Basic, Intermediate, and Advanced levels
3. Eligibility
Professionals from any field are eligible to apply.
4. Aim and objectives
The overall aim of the course is to develop the students’ proficiency in English and to equip them with skills such as reading, writing, listening, speaking and reference skills.The specific objectives of the course are to enable participants:
- to develop their grammatical competence
- to enrich their vocabulary
- to understand a variety of spoken texts
- to speak fluently in a variety of contexts
- to read and understand different kinds of texts
- to write letters and short reports
- to write and present project reports.
5. Course content and methodology
The curriculum is designed keeping in view the age, the experience and the heterogeneous backgrounds of the participants, with room for flexibility to suit the needs of the various groups. On arrival, the participants are given a diagnostic test and depending on their performance are divided into three groups -Basic, Intermediate, and Advanced.Out of the 250 contact hours over the 12-week programme, 230 hours are for classroom study and 20 hours for tests, local study tours, and extension lectures by experts on arts, culture and traditions of India.The components for the basic and intermediate levels are listening and speaking, reading and writing, along with functional grammar and study skills. The advanced level has communication and presentation skills, advanced reading, writing and reference skills. The advanced group is required to undertake a project on the course. The project is chosen by them in consultation with their supervisors.The teaching methodology includes group work, pair work, discussions, workshops, role-play and simulation, games, tutorials, short lectures and assignments. In order to provide a holistic learning experience for the participants, the classes are organised around a set of communicative functions useful for adult learners. The contact classes, assignments and project work aim to give the participants hands-on experience in using English.The programme also includes a study/cultural tour of some parts of India for the participants to gain experiential knowledge.
6.Course details
The course is divided into:
- 10 weeks of classes
- A one-week study tour
- One week of diagnostic testing, end-of-course examination, project/paper presentation, etc.
The 250 hours allotted to the course is broadly divided into:
- 230 hours of teaching
- 10 hours for specific academic needs of the learners
- 10 hours of monthly/weekly tests and extension lectures
Each module is allotted the following teaching hours per week:
Basic level (230 hours)
- 6 hours for listening and speaking
- 6 hours for grammar + vocabulary
- 5 hours for reading + vocabulary
- 4 hours for writing + vocabulary
- 2 hours for study skills
Intermediate level (230 hours)
- 6 hours for listening and speaking
- 5 hours for grammar + vocabulary
- 5 hours for reading + vocabulary
- 5 hours for writing + vocabulary
- 2 hours for study skills
Advanced level (230 hours)
- 6 hours for communication and presentation skills
- 2 hours for grammar + vocabulary
- 6 hours for advanced reading
- 6 hours for advanced writing
- 1 hour for study skills
- 2 hours for project work
20 hours are kept aside for specific academic needs of the learners, monthly/weekly tests and extension lectures. The sessions are of 90 or 60 minutes duration. Every day there are two 90-minute sessions in the morning and two 60-minute sessions in the afternoon.The Programme concludes with an end-of-term test to evaluate the progress of the participants.
7. Evaluation
The performance of the participants is evaluated through weekly internal assessment (based on assignments, tests, workshops, projects and classroom activities) and an end-of-course examination. Feedback is given on each assignment/test/project/presentation.
8. Certification
A certificate is awarded to each successful participant at the end of the course. The certificate has The English and Foreign Languages University emblem and also a statement about the MEA sponsorship under the ITEC/SCAAP programme.

10. Scholarship
Guidelines for candidates who wish to avail themselves of the ITEC/SCAAP fellowship/scholarship is given below:
Who can apply?
- Employees and officials in Government, Private and Public Sector, Parastatals, Universities, Chambers of Commerce and Industry.
- Having 5 years minimum work experience
- Applicants who are between the age group of 25 to 45 years.
- Who are medically fit.
How to apply?
- Applications must be submitted in the prescribed ITEC/SCAAP Form to the nodal Government Department/Agency designated to nominate candidates.
- The nodal Department/Agency will in turn forward the applications to the Embassy High Commission of India.
Eligibility criteria for admission to courses
- Must have the required academic qualifications as laid down by the Institute for the selected course.
- Must have working knowledge of English to follow the course. Scholarship
Government of India will bear the following expenses for the selected candidate:
- Return international airfare by excursion/economy class

- Accommodation
- Living Allowance
General Information
- Applications must reach the Indian Embassy/High Commission no later than 3 months before the commencement of the course.
- Upon selection, the Indian Embassy/High Commission will inform the concerned nodal Department/Agency who will in turn inform the applicant.
- Selected candidates are required to fully familiarize themselves regarding living conditions in India and the Institutes through the websites of the concerned Institute.
- Decision for grant of scholarship rests solely with the Ministry of External Affairs, Government of India.
11. Community involvement
Living together on the university campus with people from different countries provides participants with opportunities, outside academic settings, to use English for communication. The participants are encouraged to interact with the local community and also participate in various functions and celebrations that periodically take place on the campus.
12. Study tour
ITP participants are taken on sightseeing tours of Hyderabad, so that they can have glimpses of its ancient history and rich culture. A week-long study tour to parts of India also forms part of the programme. These tours give the participants plenty of opportunities to use the English they learn on the course, and get acquainted with the rich culture and heritage of India.
13. Book kit
Participants are provided with a book kit comprising a dictionary, books on grammar and word power, and a set of course books with CDs.
14. Faculty
The faculty teaching on the ITP are internationally trained, fully qualified, and vastly experienced teachers of this university. Besides them, experts in different aspects of art and culture are invited to interact with the participants.
15. Selection of participants
Participants are selected be the Ministry of external Affairs, New Delhi, on the basis of their written ‘statement of purpose’ as specified in the application form given by the Ministry of External Affairs, New Delhi and available with the Indian Embassies/High Commissions in their countries. On arrival at the university they are given a diagnostic test to place them at the appropriate level of proficiency.
16. Help and information
In case of an emergency, participants are advised to contact the Chief Coordinator, ITP, who will be able to offer advice and assistance. The Chief Coordinator is normally available during office hours for this purpose.
Problems with the course
If participants find that the course is not suitable for their needs, they are encouraged to discuss the matter with their Academic Coordinators. It is usually possible to make some modifications. If they feel their tutors’ approach or method of teaching is not helpful, they are advised to discuss the issue with them.
Problems with English
If participants find that they are having serious problems with learning English, they are persuaded to contact their Academic Coordinators to explore the possibility of receiving extra help.
17. Stay at the University
Participants are provided accommodation in the Guest Houses on the campus.Continental breakfast, lunch and dinner is provided to international participants. Charges for these are deducted from the monthly allowance. There is also a cafeteria and a student mess on campus for those who like to have Indian food. A laundry service is available on request. There is a small general store which sells items of daily use.18. Allowances
Participants under ITEC/SCAAP scheme are given a monthly allowance of Rs.10, 000/-. The allowance for the first and last months is proportionate to the number of days the participants spend in Hyderabad.
19. ATM
All international cards are acceptable in Hyderabad and ATM services are also available throughout the city.
20. Discipline and dress code
Participants are expected to attend all classes and be punctual. They are urged to abide by the rules and regulations of the university. Participants are expected to be formally dressed during office hours and classes, and respect the local culture and traditions. Classroom codes of conduct are strictly followed.
21. Communication facilities
There is a telephone booth on campus where participants can make national and international calls. There is also a stationery shop and a photocopying centre. Internet connectivity is available in the guest houses and also at the Computer Centre of the university.
22. Health Centre
There is a 6-bed clinic with first aid and emergency care available 24 hours. Two physicians, a gynaecologist, and a homeopath visit the clinic on specific days. There is also a nurse on campus during office hours.
23. Recreation facilities
There are facilities for indoor games such as chess, carom and table tennis, and outdoor games such as cricket, badminton, football and volleyball.
24. Arrival in Hyderabad
Participants/Indian Embassies are expected to provide relevant details about their arrival in Hyderabad to the Chief Coordinator. Arrangements can be made for them to be picked up at the airport. In case of emergency, they can contact the Hospitality Coordinator (Tel No + 91-9701099918). If the Chief Coordinator is not given the arrival details, the participants will not be picked up, nor can arrangements be made to help them reach The English and Foreign Languages University. It is therefore most important that they send their arrival details to the Chief Coordinator well in time.
